There is no point going into Blood and Wine at level 70 because after the first 2 parts of the main quest you will have already outleveled the first couple of sidequests by 5 levels and you willy eventually outlevel the main quests by 5-10 levels easily because, if you decide to tackle the sidequests that are between 3-5 levels above or below your current level to make sure you do not outlevel them through the main quest, you end up actually outleveling them anyway, even if you go from the lowest level requirement to the highest. If you don't the game should adapt to your level.

I have gained around 16 levels in Blood and Wine and usually end up around Level 86/87 BUT I start with Level 70 which is the level I got to after playing through the main game + Hearts of Stone but not Blood and Wine, because it wasn't released yet, playing through NG+, completing everything in both main games, completeing Hearts of Stone and only then Blood and Wine.
